  Demonstrated innovation, uniqueness and originality in the use of ideas, technology and resources
• Pro-poor and community-based approaches
  Practices and programs that have resulted in improving service delivery levels to citizens at large, and poor and marginalized communities in particular
• Impact
  Tangible improvements in service delivery
